Charlie Rowe

As Commercial Director at Technical Resources, I oversee the operational and commercial functions that support our recruitment services across the engineering, telecoms, and utilities sectors. I manage our Compliance, Payroll, Marketing, Accounts, Finance, and Quality Assurance teams, ensuring the business operates efficiently while delivering a reliable and compliant service to both clients and contractors.

Working closely with the senior leadership team, my role focuses on maintaining the highest standards across the business, particularly in areas such as IR35 compliance, contractor payroll accuracy, and operational process quality. By aligning operations, marketing, and finance, I help ensure our recruitment teams can deliver consistent, high-quality support to the industries we serve.

A key part of my role is ensuring contractors benefit from a smooth onboarding and payroll experience. By maintaining clear processes and strong compliance standards, we create a system that allows contractors to work confidently, knowing they will be paid accurately and supported throughout their assignments.

For clients, my focus is on ensuring Technical Resources operates as a dependable and compliant recruitment partner. By strengthening internal systems and collaboration between departments, I help ensure our clients receive efficient service, accurate compliance management, and a recruitment partner they can rely on for long-term support.

I’m passionate about building strong operational foundations that allow the wider business to succeed. Seeing our teams deliver excellent results for clients and contractors, while maintaining high standards of compliance and quality, is what drives me in my role.

Outside of work, I’m a keen squash player and a passionate Arsenal supporter, always enjoying a bit of healthy competition both on and off the court.
